Hyperlink in Publisher 2007 document not working or showing in ema

I am using Pub2007. I want internal document hyperlinks in an email
newsletter sent out of Pub2007.

I have created bookmarks in the document, i.e. at article headings. At the
top, in the list of contents, I have selected the appropriate heading and
created a hyperlink to the relevant bookmark. The hyperlink "shows" as such
in Pub2007 when I hover the cursor over the hyperlinked text 'cause I get a
popup saying "Hyperlink to bookmark (name) Ctrl+click to follow link".

But when I email the document, there are no hyperlinks showing, the text is
just blue and underlined, but the cursor doesn't change to the little
hand/finger for a hyperlink.

I'd appreciate some advice.

If you go to Tools > Options > Web tab and under email options, uncheck
"send entire publication as a single JPG...", the hyperlink will be active.
However, from my testing the book mark function is unpredictable. It does
jump down the page, but not to where the bookmark is located. Maybe you will
have better luck.

I misspoke. The bookmark hyperlink will show as active with JPG option
turned off, but does not work when sent as a message. When sent as an
attached pdf, it also is active, and in THIS case jumps down the page, but
not to the bookmark.
