Hyperlink new page to existing website with shared borders

I have an existing website with shared bottom border. I have no problem
adding new pages and hyperlinks as long as all the pages in the nav.
structure are in ONE HORIZONTAL LINE but I have to start making pages BELOW
that and I am not able to include those new pages in the hyperlink structure.
Can anyone please advise me what procedures to use: how and where do I make
the new page and then include this new page in the already existing hyperlink
structure?

Each nav bar has it's unique properties
- you can not have a single nav bar display multiple levels of Nav view
- create a second nav bar for child pages
