Hyperlink not working on a couple of machines

We have some flowcharts in Visio 2003 that we turned into HTML and put on
our intranet.

We have various boxes set up as hyperlinks.

The problem is that in IE there are 2 machines that the hyperlinks don't
work on (both XP machines, one is a laptop). The cursor doesn't turn into a
hand to show you are looking at a hyperlink.

We have 15 other machines that have no problem. All machines are XP SP2.

What would cause the hyperlinks not to work on the various machines? These
are typically PDFs. We tried turning security down to low and that didn't
help.

Yes.

I did try to turn javascript off on one of the good machines to see if that
might be the problem, but that only affects the pan and zoom frame and not
the frame with the flowchart.

The view source shows the following lines for the links:

This is the same on all the machines (including the offending one).

I did try to turn off the Javascript (active scripting) on one of the good
machines to see if that stopped the links, but it only affected the pan and
zoom frame and not the frame with the flowchart.

We took it down to low security (all other machines are running on medium)
as well as loading the IE7 beta version to see if the problem was still
there and it was.
