Can the recipient manually access the note via OneNote? ie. do they have
access to your network resources?

No i dont want them too. I delete the attachment. I am using OneNote to
creating a marketing flyer that will be emailed to many people. I want them
to be able to click on the link. Thanks.

If you are attempting to distribute a marketing flyer then you cannot assume
your recipients have OneNote.

So your options are:
- print the flyer to pdf and email that as an attachment
- print the flyer to pdf, publish to a website and email the link to it
- convert the flyer to html, publish to a website and email the link to it
or some variation of one of these (print to Word, publish to ftp site etc.)
