Hyperlink to file always opens with Exployer - WHY???

I have a hyperlink in an Excel cell that points to an
image file on my local drive. When I click on the
hyperlink, it always opens the image file (.jpg) using
Exployer which does not have any ability to zoom in or
out. I have tried setting the image to "Open with" Paint
or Picture and Fax viewer but it still only opens with
Exployer. Any suggestions??
