hyperlink w/ ? gets truncated

How can a hyperlink address with a question mark be made to work from a .html
file? A hyperlink that contains a question mark like https://temp.net/?arg=1
works within Visio (Pro 2002 SR-1) but gets truncated in the .htm file.

http://support.microsoft.com/kb/299175/en-us option 1 prevents the "get data"
from being truncated. I supposed this would work for # bookmarks too if anybody
has problems with that.
