Hyperlink Zoom Settings not working when saved as web page

I'm using Visio to create flow diagrams that will be published on my company's intranet site. The zoom settings work fine when the file is saved in the Visio format. However, when I save the file as a Web page the zoom settings disappear.
Can anyone provide guidance on what to do so that the zoom settings will work in the htm format?
