hyperlinks fails to open file

I linking a file to my website created using publisher but the the file wont
open

Things to check:

Is the file uploaded to the server?
Is the spelling of the file and the link the same?
Is the case of the file name the same as the case of the link?
Is the file in a folder on the server? If so, is the folder part of the
link?
