Hyperlinks no longer establish internet connection

When attempting to activate a web page using a hyperlink in either
Word or Excel XP, I get an error message: "Cannot locate the Internet
server or proxy server". To get it to work I need to first establish
an internet connection.
The OS is Windows XP home.

Before installing Norton Internet Security 2003, clicking on the
hyperlink would dial up my connection, then open the desired web page.

Incidentally, I now have the same issue with Symantec Live Update.
With NIS 2002 everything worked as expected. I followed Symantec's
suggestions for this problem to no avail.

I do know that is was Norton that caused the problem, because when it
first happened, I restored my system to where it was before
installation and the hyperlinks worked normally. I then reinstalled
NIS 2003 and the problem once again became evident.

Deactivating NIS and NAV doesn't help.

Something got reset, but I can't figure out where to go to fix it. Any
suggestions would be apreciated.
