Hyperlinks Outlook 2003

When I recieve e-mail message and open it and click on a hyperlink I get the
following message:
Windows Microsoft Office Outlook
Some links in this message might connect to unsafe or fraudulent sites. To
help protect your security, links have been turned off in this message. Click
the infobar for options to turn on links in this message.

End of message

Thre is no infobar to click.
What is the problem and how do I correct it in order for this not to happen?
