Hyperlinks to External Files

I've used Visio in the past to create process flow charts with hyperlinks to
external documents such as Word and Excel. I would save the file as a web
page, and all the links worked perfectly.

However, I'm trying this again at a new company, and therefore a new
computer, and it's not working properly. Internal links to other sheets in
the same Visio file work ok in my web browser, but external links appear to
do nothing. I know the links are configured properly, because they work ok
within Visio (i.e., they open the correct file or folder).

Any idea why this might not be working?

One update to my original post. The external links seem to work when I use
absolute references, but not relative. I see no reason why this would affect
the results, but it definitely is.
