Hyphen appearing at start of line

Word-break hyphenation should place a hyphen at the end of the line. Publisher is letting a hyphen appear at the beginning of the next line. I cannot change this. Is there any way to fix it?
[MS Publisher Version 1801 (Build 9001.2138 Click-to-Run) part of Office 365, under win 10 on PC]
