I am facing problem with hyperlink command after the lates tupdate

Whenever I click the hyperlink - message will come out as appended :

THIS OPERATION HAS BEEN CANCELLED DUE TO RESTRICTIONS IN EFFECT ON THIS
COMPUTER. PLEASE CONTACT YOUR SYSTEM ADMINISTRATOR.
