I am getting error "Outlook.exe was not found mscoree.dll"

I am getting an error when I open OUTLOOK. Here is the error:

Outlook.exe unable to locate component.

This application has failed to start because mscoree.dll was not found.
Re-installing the application may fix this problem.

I re-installed but DID NOT FIX the problem

Would you tell me how I fix this problem
