I asked this many years ago...
office 2003 does not include such a bar.. if you have an older office,
install only the shortcut bar first from than, then install office 2003 and
retain that bar......
It's not missing, Office 2003 doesn't have one. Please see Office
application Help and "Shortcut Bar" for assistance.
