I am missing WINNT/system32/msiexec.exe? What do I do?

I am trying to upgrade my current MS Office Pro 2000 to MS Office Pro 2003
when I run the program a window pops up with a message that it cannot load
my upgrade because C:/WINNT/system32/msiexec.exe is missing?? I had Panda
Titanium Virus protection loaded onto my computer a couple of weeks ago.
Would that have erased this file the new MS Office Pro is searching for??
Where do I go to get this file back?

Are you running at least Windows 2000 SP3? That is the minimum supported OS
for Office 2003.
