Well, that means their sending mail server cannot connect to the
recieving mail server (i.e., your mail server) or the receiving mail
server is rejected connection attempt because it is too busy. So call
your mail provider and ask when their mail service will be back up.
When sending a mail, your mail server will attempt to connect to the
receipient's mail server. If that receiving mail server cannot be
reached or is unresponsive, your mail server will try to send again but
at a later time, like in another 5 minutes or an hour depending on how
often your mail provider batches up and spews out the retry mails.
Eventually the sending mail server has to abandon sending your mail if
the receiving mail server doesn't respond. That could be 4, 12, or 24
hours or a couple days and depends on how the mail server was configured
for the intervals between retries and the max number of retries. If
after those maximums the sending mail server still can't get the
receiving mail server to respond so it can deliver your mail, it sends
you back the alert that you noted.
So contact your mail provider. Their mail server isn't accepting any
connection attempts or it is unresponsive. Could be it is undergoing
maintenance or major overhaul changes so everyone sending mail to it
will have to wait, and some senders wait longer than others. Some
sending mail servers will send an alert simply when the first attempt to
send failed and then send another alert when it finally gives up trying
to send to an unresponsive mail host. Some just send the last alert
telling you that they gave up trying to send your message.
