I assume you mean that you canNOT modify an MDE.

That's by design. You must go back to the MDB, make your changes, and then
convert the changed MDB to a MDE again.

There is no fool-proof way.

Anytime the user can access the file, there will likely be someone capable
of modifying the program. This is true of any program (although I'll admit
that some executables are going to be much harder to decrypt than others).
