I can not align the web properly

I have created a web with publisher 2003 and I can not align it properly so
that it is viewed in the middle whatever browser you use.
If I add the html code <center> then the page is far to the right (it is
centered, but the page seems too wide so you need to scroll, even though the
page settup is 600*800 pixels) , while if I don't it is just on the left side
and it doesnt look nice.
What can I do?

Open Publisher and go to File, Page setup. Here you have two options: using
Custom feature where you can change the width and height of your webpage, or
select webpage and change the width. I use a width 1000px and height 4608px.
Changing the width will give you the ability to center your page. You can
go wider if you need to. Just keep in mind that you do NOT want to make the
webpage so that a user has to scroll over to read all of it. In Publisher
the height is not a significant measure because whatever you put on your
page, the last amount of information will end the page when you publish it.
Another reminder; do not make your pages too long for the same reason--users
don't need to scroll forever to see your site. The auto hyperlink features
makes it easy to maneuver through your site in Publisher. On your design
page, move your information over from the left side more into the center and
use your web preview to see how it is aligning.

To hold your information on a page use tables or a single table cell around
your information. Use the group feature to group information, and then place
a table cell around it, or put your information in a table. You can pretty
much make your page look like any other website anywhere. It just takes
using all the features to the max, but it is still a lot easier than writing
HTML when publisher does it for you. Hope this helps.
