I can not forward e mail message, it stays in the out box

if I try to forward message to another address, I can not do that, messages
stay in the outbox.

It is outlook 2003 and account is
pop3
I did not have problme before. TO give you an example , let us say you
forward me an e mail, I add some comments and try to send back to you. I can
not do it.
And also, If I was to forward an e mail to you it just stays in the out box.
I hope I give you the info.

Enable diagnostic logging and see what may be happening.
