I can not send Email with attachment or email

When I first set up outlook I had not issues. but recently change my address
because of spam. I deleted the the old address from outlook and put all the
right information back into outlook but I'm still geting same error code
0x8004109. I'v went on line to get all the articals that I could but non of
them to help me.
Outlook just keeps trying to send the email, with no succsess.
Please help. I'm using 2002 outlook
