I can only open Outlook in Safe Mode

Outlook 2007 won't boot at all om its own. The only way I can boot it is to
hit contol/alt/delete and do an end task. Afgter that when I try to open it
it says that Oulook didn't open proerly last time and asks me if I would like
to open it in safe mode. It says starting in safe mode will help me correct
or isolate a startup problem, but I don't have any way of knowing what the
problem is to correct it.

When you open Outlook in Safe mode, disable all add-ins (Outlook 2007 -
Tools->Trust Center). Start Outlook normally and begin enabling the add-ins
one by one, closing and restarting Outlook each time.

When you find the errant program/add-in that is causing the problem (most
likely iTunes as of late), check with the program's support to see if they
have an updated version.

I tried that, but it only let me uncheck the boxes for a few of the add-ins.
( It did let me disable iTunes.) When I tried to disable Microsoft Outlook
Mobile Access, Microsoft VBA for Outlook Addin, Outlook Change Notifier, and
Windows Search Email Indexer I got the following error message: The
connected state of Office Add_Ins registered in HKEY_LOCAL_MACHINE cannot be
changed. Basically I I disabled the add-ins it allowed me to and rebooted
Outlook. Same problem. It will not open. It is only after I shut it down
throough the task manager that I can restart it because it asks me if I want
to open in safe mode.

Looks like you have to start uninstalling the problematic add-ons:
Windows Search, Outlook Mobile Access (are you sync'ing to a PDA?), VBA
for Outlook Addin (Outlook doesn't need an add-in to support VBA macros
so you installed a 3rd party that announces itself as such), and Outlook
Change Notifier (never heard of this one although I saw mention it was
some Apple add-in so it's probably another component of iTunes). So get
rid of the Apple stuff which probably includes Mobile Access, Change
Notifier, and maybe even the VBA addin.

If you can't disable them then uninstall them. It appears more than one
is associated with the same package or suite of programs you installed,
like Apple stuff, so uninstalling one Apple package, like iTunes might
get rid of the problematic add-ins (or you could check if the Apple
stuff had configuration options to disable its integration with
Outlook).
