When at hotels and using their gear, I can not send messages on Outlook. I
can receive without problem but, not receive. Any suggestions on how to solve
this?

The limitation is with your ISP. When you are connected to you email
account from a hotel you are not connecting via your normal ISP connections.
You are connecting via a third party ISP {the one used by the hotel}. For
anti-spam reasons most ISPs do not allow relaying of outgoing email.

Call your normal ISP. Some have internet based access to your email
account. Such access may allow you to send email.

Alternately use an email account such as Hotmail or one of the pre-paid
internet services while traveling. If you choose to do so, I would create a
signature statement asking your email addresses to reply to your normal
email address not the one your are sung.

Fantastic, thank you. It makes sense now. I can send/receive at Starbucks and
other hotspots but not at hotels. Now I know why. Thanks again!

All you need to do is set your outgoing server credentials to authenticate
using the incoming server's credentials. That way, your ISP recognizes that
you are using someone else SMTP server but, since you supplied the same
credentials, you can use their incoming server.
