I can receive email but can not send email.

I have Office 2003, and I use Outlook to access my Hotmail account. Lately, I
have been getting error number ox800ccc33 -- "Access to the account was
denied. Verify that user name and password are correct. The server responded
'Forbidden'"
What is very strange about this is that I had this same problem a few weeks
ago, but it just sort of went away... but here it is again. Please help me
fix this annoying problem!

In tools/ user accounts/ reset the proper values for your pop3 entry and
your username entry. I have found that outlook has taken to resetting the
pop3 to "localhost" and appending my username entry with the original entry
in pop3.

This happens every reboot without fail on my machine (after SP2 sometime).
I'm on winXP pro SP@

If it's a free Hotmail account, Microsoft is in the process of disabling
Outlook/Outlook Express access.
