I can see my Cut & Paste button but when I click nothing happens

Can someone help.

I cannot use a button on my toolbar as it is not highlighted. I cannot
figure out how make that an active command.

You must have something selected to use Cut and Copy. You must have
something cut or copied to the Clipboard to use Paste.
