I can send, but not receive emails

I am trying to setup Outlook 2003 on my friend's pc so he can organise emails
into folders. It was already loaded on his pc, but he had never used it. His
pc uses Windows 2000 operating system. I followed the setup instructions
listed on his ISP's website. I can send emails from Outlook, but I cannot
receive them.
I get the following error message: "The connection to the server has failed.
Account: 'mail.bigpond.com' Server: 'mail.bigpond.com', Protocol: POP3, Port:
110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCCOE"
I contacted his ISP and went through each step in the setup, but all seemed
correct. They suggested it may be due to Internet Explorer settings or
anti-virus software. He does not appear to have any anti-virus software
running. He has Internet Explorer 6. I carried out instructions from Windows
Live on how to optimize internet options for IE6 (ie. delete temp internet
files, cookies, history and adjust security settings), but still cannot
receive emails.
I tried deleting all emails from his ISP's email website (apart from one I
sent there with no attachemnts) in case it was a corrupt email there causing
the problem. I also tried setting up Outlook Express to see if it would work
(making it the default mail account), but had the same problem as with
Outlook. Any assistance would be much appreciated.

PS: Outlook Express works fine on my pc.

Hi Brian,

Thank you for your prompt response.

I used the Outlook 2003 setup instructions from the Telstra Bigpond site
that you listed. I also looked at their Outlook Express setup instructions,
which contained basically the same information (same User, Server, and Login
information)

I had not previously looked at the setup instructions from Microsoft Office
Online that you listed. I notice that it shows different Server information.
My friend's email address ends with @bigpond.com, not @bigpond.net.au, so I
assume the Telstra Bigpond setup instructions would be more appropriate.

Next time I am on my friend's computer, I will delete the existing accounts
and try/retry both setups. I will then get back to you with my findings.

When I tested the different account settings, I got the following error
messages each time:

Log onto incoming mail server (POP3): The specified server was found, but
there was no response from the server. Please verify that the port and SSL
information is correct. To access these settings close this dialog, then
click More Settings and click on the Advanced tab.
Find incoming mail server (POP3): Outlook could not connect to the incoming
mail server (POP3). The problem could be the server name or port, or your
server may not support SSL. Verify your port and SSL settings in More
Settings under the Advaced tab.

Incoming Server (POP3) = 110. Outgoing Server (STMP) = 25.

When I tested the different account settings, I got the following error

You really have to resolve this with your ISP, then. You may them for the
service, after all.

Thank you for your assistance.
After confirming that I had followed their Outlook setup steps correctly, my
friend's ISP wiped their hands of the issue. They said it must be due to a
setting on my friend's computer and I would need to contact a computer
specialist to have the matter resolved if I couldn't resolve it myself. I
thought I would try my luck on this site first though.

Sorry. Gee. I though people who work for ISPs ARE computer specialists.

Without see ing the PC, I don't know what else to suggest except to bypass the
entire problem by logging into the Bigpond server, configuring the mail
account there to forward everything to Google Mail, then using Outlook to
access that. You can still use the Bigpond account for outgoing messages.

Hi Brian,

I just tried accessing my friend's Bigpond account on my computer (I can't
believe I didn't try that before). Anyway, it worked! Once set up and clicked
send/Recv, I instantly started to receive emails from their server, so it
must be a setting on my friend's computer. At least that narrows it down
quite a bit.
As I said in my first post, I had carried out instructions from Windows Live
on how to optimize internet options for IE6 (ie. delete temp internet files,
cookies, history and adjust security settings) and my friend's pc does not
appear to be running any anti-virus software. I will keep fiddling with it
and should find the culprit soon enough. Thanks again for your help.
