i can view some outlook template files

i am having trouble opening some outlook templates stored in a shared drive.
i am using exchange2003, outlook2003 and winXPSP2.
the forms open with no error message, but where there should be tabs along
the top, there are none.
i was thinking that this may be to do with active x security on my machine,
but have relaxed all the settings, still no good.
i am a local admin on my machine so that isnt it either.

Beginning with Outlook 2003 SP2, users can work with most .oft form templates files only by opening the template from the Tools | Forms | Choose Form dialog, browsing for User Templates in File System. This means that if the .oft file is sent as a message attachment, the user must save it to the local hard drive first.

The article at http://support.microsoft.com/?id=907985 explains this change in more detail, suggests best practices, and provides registry keys that can return Outlook 2003 to the older, less secure behavior.

unfortunately this is not what i am trying to do at all.
the outlook teplate is not in my inbox.
it is on a fileserver and i am trying to open it.
