I cannot activate a URL from the body of an e-mail in outlook 03

If somebody sends me an e-mail with a link in the message body, Outlook will
not allow me to open it, error message: (the operation has been cancelled due
to restrictions in effect on this computer. Please contact your sytem
administrator) Can anybody help with resolving this problem??
