i cannot activate my product

i have office student edition 2003. now recently theres been a few viruses
and damaged hardware leading to several re-installs.

this last time the harddrive was saved, but after replacing the
motherboard/cpu when i run any office product it tells me it has to be
activated.

i go to activate online and it tells me ive activated too many times so i
have to activate by phone.

but here's the kicker, if i choose activate by phone and click next, the
activation window closes, no error, no eventvwr message, it just goes back to
my locked office product that i cant use.

i have tried dectect and repair, reinstall... and a complete uninstall /
install. i still get this error.

the only issue with the machine i can see is that the computer browser
service is stopped and will not start, giving the error:

"the computer browser service started then stopped. some services stop
automatically if they have no work to do... etc etc."

help?!?!

Phone 0800 Microsoft (or whatever your free calling number code is) -
activation support is free, IIRC.
