I cannot create a new appointment. What is wrong?

I am unable to add a new appointment. I have tried every exercise given to
add a new appointment. I get no dialogue box for naming, scheduling etc,. I
have tried going to the date right clicking and choosing new appointment but
nothing happens. Same result when going to File, New, Ne appointment
