I cannot fully quit outlook when i use a com add-in

I still cannot fully quit outlook when I use a COM Add-in
even though I tried the resoultion
on "http://support.microsoft.com/default.aspx/scid=kb;EN-
US;208332"

I created a public with events for both explorer and
inspector and used the close() events. It still does not
worked.
