What happens when you try to run PowerPoint. Does this problem affect other
Office applications or just PowerPoint?

Only powerpoint is affected.

So, what exactly are you seeing when you try to open PowerPoint? Do you get
some kind of error message or screen?

Are you trying to open a specific presentation or just open the PowerPoint
program? If you are trying to open a specific presentation, it might be that
that presentation is corrupted. If this happens whenever you try to run
PowerPoint, either PowerPoint is corrupted or possibly the Blank template is
corrupted. You could try deleting the Blank template. I believe you said you
tried reinstalling. I think the install disk might also have a Repair option
that might help you.

Finally, a search for error 1712 yields this:

"1712 is apparently a "timeout" error, meaning that some program tried to do
something, and it couldn't complete the task and so it "timed out". This
would likely occur if you are trying to access some external resource that
isn't available."
