Outlook User

i used to be able to send email in outlook 2000. after i have upgraded to
2003, i can receive emails but i am not able to send out emails from my
outbox. my outlook is set to offline. When i need to connect to my office
exchange mail server, i will always do a send/receive. does anyone know
what's wrong?
