I cannot send email with Outlook 2000. Port blocked.

Just recently my MS Outlook 2000 has been unable to send email. The alert
that is given, indicates that something is block the outgoing port (25). I
have troubleshot with the ISP, they say I am properly configured. But they
have no answers or suggestions, other than "something may be blocking it".

What could be blocking Outlook from sending email?
