I cannot send or receive emails with Outlook 2003

I set it up to connect with my hotmail account, and it copied all my contacts
from hotmail, hence I thought it worked. But I don't receive any emails, and
I can't send any emails. It always gives me an error message. I've tried
linking it with an earthlink account- no luck.
HELP! I am going crazy!
