i can't connect to the internet after installing sp 3

Do you mean Windows XP or Office XP? There is no SP3 for Windows XP.
There is a SP3 for Office XP... if this is what you're referring to,
which Office application (Word, Excel, Outlook, etc.) are you using to
connect to the internet?

Service Pack 3 for office xp enterprise running xp operating system.
I normally connect with a lan connection using a westel 1000 modem.
I can't recall the message.
However I finally solved the problem by using the instructions in article
813444 dated july 14 2004 there were 2 things that may have done the trick I
can't say for sure which it was, but I am up and running now. In internet
explorer under tools > Internet options Delete cookies, Delete files, Clear
history and under the rest of the tabs set everything to default. Then I
followed the following instructions from the article I mentioned above.
Re-register .dll files
Re-register the following .dll files:
Softpub.dll
Wintrust.dll
Initpki.dll
Dssenh.dll
Rsaenh.dll
Gpkcsp.dll
Sccbase.dll
Slbcsp.dll
Cryptdlg.dll
To re-register these files, follow these steps: 1. Click Start, and then
click Run.
2. In the Open box, type cmd, and then click OK.
3. At the command prompt, type the following lines and press ENTER after
each line:
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
4. Click OK when you receive the message that DllRegisterServer in FileName
succeeded.
5. Type exit.
