I can't download "Fullfile" to resolve Outlook Express 6.0 error .

the error message is 0x800CCC0F. I tried to reinstall Outlook Express but it
siad I needed to download "Fullfile". I can't find that now.

I am unable to send outgoing mail from an account that always worked before.
