I can't find outlook safetybar to download

I was told by paypal to download the "outlook safetybar" to stop spoof
emails. I can't find it. I have outlook 2003. Can someone help?

Also I just looked in Outlook tips and can't find anything about

That's because it's not part of Outlook, so Outlook Tips won't have any
references to it. SafetyBar is a product of a company called Cloudmark.
