I can't get the language to change in the Normal template

I had a catastrophic hard drive failure on my primary drive and had to
reinstall everything on a new drive.

No matter what I do, I can't get a new Word document to start with English
(Australia) as the default language. I've changed it in Office Tools. I've
changed it on a document and set it to "default". I've even opened the Normal
template and changed it directly in the template, but nothing works.

If the template is blank, it reverts to English (US). I can change it if I
put in a few blank lines, but if I delete the lines, it goes back to English
(US).

Please help. This is driving me nuts.

Stefan, you are a champion.

I had everything right except one part of the control panel languages
setting, and that was screwing everything else up.
