I can't insert clipart error code

Still Just Learning

I can't insert any clipart. I keep getting an error code message

Clip Organiser can not complete the procedure
The specific procedure could not be found.
Error Code ox8007007f

Have MS Office 2003 Student teacher addition. Does this mean I don't have
any Clipart??

How do I fix this?
