I can't issue a read receipt in outlook

I have used both options to select a read receipt, but it it sends the
message without issuing the read receipt.

Please post this in a group for Microsoft Outlook (this one is for OneNote)
and when you do please be sure to tell them what version of Outlook you're
using.
