How is this a suggestion? It's not even a question, just a statement, and a
difficult one to understand at that. Download what? What sort of articles?
What do you mean by "can't understand the articles"? Is the language too
technical for you, fonts displaying as boxes, or what?

When I follow the link in your post, I can clearly see two buttons 'I Agree'
and 'I Disagree' immediately to the right of Vote for this suggestion.

What is there to agree or disagree with, though? As I pointed out, the post

The Suggestion to Microsoft post type has been available from the beginning
of the Communities Web portal; the tagline identifying suggestions as such
is a recent embellishment.

For those using the web interface on the Microsoft site to access the
newsgroups there is "Suggestion for Microsoft" post type.

Ideally this is to be used for suggesting application enhancements.
When a Suggestion is posted it can be voted on by others. They are
using this method to try and prioritize feature requests based on the
vote count. And those with the highest votes will receive a response
from Microsoft. (Although a few of the softies have made the effort to
respond to most of the Suggestions that are posted.

Neither of these suggestions will be implemented but hey, at least
they responded. And it's not like they haven't heard both suggestions
many many times anyway. I know for a fact Nick Simons heard "Bring
back the What's This' suggestion in person from a few of us. <g>
