I can't see the rule lines in notebok layout view.

I tried turning them off and on, restarting the program, a new notebook. Almost wishing I had just stuck with the old word!

First make sure you have both Office (12.1.4) & OS X (10.5.5) fully updated
and that you've repaired disk permissions.

If all that is in order & you're finding this to be the case in *all* NB
docs new or old, try the suggestions here for testing your Normal Template &
