I can't send or receive e-mail using outlook all of a sudden?

I have Outlook 2003 and have checked all my settings that my internet
provider has given. It says "send and receive is complete" but my messages
are still in outbox and no new messages come in. I can get my messages via
my internet providers web site...Charter. So it' something to do with
Outlook. Any ideas?
