I can't use hotmail account in Outlook 2003

I use outlook 2003 on Exchange server 2003. I also add my hotmail
account to outlook by Tools --> Email Account --> View or change -->
HTTP..... After I click Finish it show my hotmail Account in Mailbox
but no mail appear in hotmail folder when I click at Send/Receive it

HOW DO I SOLVE THIS PROBLEM

By actually reading the error message which tells you why your login was
refused. You do know what "subscription" means, right? Go PAY for a
Hotmail account (or PAY for an MSN account that gives you a Hotmail
account) or relinquish to having to use a web browser for the freebie
accounts. If you don't pay, you only get the web interface.
