I click on a hyperlink in outlook 2003 and it does not respond

On any email, I click on any link listed and nothing happens. In short, it
does not open IE or Firefox and then to web site, This is a new problem

I must have a setting wrong as it is occurring on and XP SP2 platform and
another PC with Vista
