I do not have app.permission to snd/rec email-outlook'03 (Admin)?

I am administrator of 4 users using Oulook 2003 on HP (home) platform. I am
unable to send & receive email due to "you don't have appropriate permission
to perform this operation."
I have copied outlook.pst file from other user but this makes no difference.
Other users can receive/send email with no problems.
Can you please assist is lay terms please.
