I don't have anything under the Application Recovery Tool..Why?

What do you mean by the "application recovery tool"?

This is why when you post a question you should ALWAYS mention what version
you are talking about.....Office 2007 doesn't have that function. Whether
it's an Office 2003-specific one I don't know.
Sorry can't help you with that, I have no knowledge of it.

It doesn't apply to Outlook of any version.

That feature is only available in office 2003. Worked sometimes, sometimes
it didnt.
