I don't see 'convert to web publication'

I'm trying to convert a catalog I created to a web site. However, when I go
to the file menu, like the help menu suggests, I do not see the 'convert to
web publication' option. Any idea WHY I don't have that option under the
file menu? This is making it kind of difficult.

It is the Publisher 2003 trial version (11.5525.5606)
The options I do have are:

New
Open
Close
Import Word Document

Save
Save As

Web Page Preview

Page Setup
Print Preview
Print

Send Email

(Then recently opened files)
