I get an "operation failed" message when sending to bcc recipients

I copy and paste about 2000 names from an excel spreadsheet into a message in
outlook in the bcc field and get a message that states "operation failed"
when I try and send the message. I can only click "ok" to continue, and the
message has not been sent. There are semicolons between each contact name,
and there are no attachments to the email. I have sent bulk emails to this
same list from excel and had no problem before. I tried sending to a smaller
portion of the list (only 100 names), and I still get the "operation failed"
message. I do not know what I am doing to cause this message to appear and
not be able to send the message.
